At various times I have used the 1903 ISO made using the Media Creation Tool to perform a successful in-place upgrade to 1903 direct from 1507, 1511, 1709, 1803 and 1809 (the only reason 1607 & 1703 are missing from that list is that I haven't bothered to test them (yet)). For ex,my gigabyte b450 had to be upgraded one by one, you couldn't just skip in the middle ones. But with latest bios there is no need. So check your mobo support page.
