I do get a bad stumble when letting out the clutch right when the idle RPM's drop from 1500 to 1000 after a cold start. Dirty F Filters are IMO the #1 cause of failed F pumps in GM and Fords. There is a FP pressure port right on top of the engine. You should see the pressure build right up to spec when you turn the key to the on position. This verifies FP relay operation.

The fact that the car started fine at 7 degrees indicates that it is probably not the fuel filter, the pump, or the starting system.

You can buy the solenoids either on ebay or chevrolet. They are not hard to do.
